Macgyver stumped

I think Dick is an amazing Macgyver, he can figure out how to fix almost anything. He's intuitive and creative. Many of our bicycle touring and sailing adventures would have turned out differently if not for his skills. (Have I given him enough compiments so I can now tease him a little bit?) Therefore, I was surprised to see this one morning:
